Hongkong, 17th. September, 1903.
Sir,
G
You
22194
With reference to your Despatch No. 243
of the 30th, of June last, I have the honour to inform you that my object in revising the notes appended to the Sterling Salaries Scheme was merely that they should serve as a guide to the Goverment in administering the Scheme, and they were submitted to you in order to ascertain whether in their amended form, they dealt fully with the various points involved.
2.
The notes will now be embodied in General Orders and the effect of this will be to drop notes 1 to 6 and 8 to 14 as they are already covered by various orders. I propose, for reasons stated below, that notes 7, 15 and 16 amended in accordance with the copies attached, should be added to General Order No. 60.
3.
With reference to paragraph 4 of your Despatch I should explain that note 16 was intended to apply to Officers who, holding posts not in the Sterling Scheme, were not in receipt of Exchange Compensation, and embodied a ruling made by me in a case that arose in the Public Works Department.
When Mr. Wood, the Superintendent of Accounts,
Correspondence
Enclosure!.
